Executive Officers

 

Jeffrey Hebert, President

Jeff is currently a Communications Coordinator/Manager with the San Diego County Sheriff's Department.  He has been with the Sheriff's Communications Center since 1995 and has had a variety of assignments, duties and responsibilities.  He has been a Communications Training Officer, member of the Sheriff's 800 MHz Training and Transition Team, Sheriff's Radio Academy instructor, Miramar College POST Basic Dispatcher Academy instructor, member of the Sheriff's dispatch recruiting team, and Communications Training Manager.

Jeff serves on the POST Public Safety Dispatcher Advisory Council, representing the San Diego County and Imperial County regions.

He is a subject matter expert in public safety mutual aid communications and is a Lead Instructor for the San Diego/Imperial County Regional Communications System, teaching dispatch console and field radio classes to agencies throughout San Diego and Imperial Counties.  Jeff is Vice Chairman of the Law Enforcement Assistance Network, a mutual aid communications/interoperability committee (www.sdlean.org).

Jeff has served as Association President since January of 2005.
 

 

James Divis, Vice President

James started dispatching at age 15 as an intern for the El Cajon Police Department. He has been dispatching ever since, with the exception of five years as a police officer in Portland, Oregon and three years as an air traffic controller in Seattle, Washington.

James is currently the communications manager for the Oceanside Police Department. He holds a Bachelor's degree in Theology and a Master's degree in Behavioral Science with an emphasis in conflict management. James is a mediator for the San Diego Legal Aid Society and the San Diego Mediation Center, and an arbitrator for the Better Business Bureau.

James has served as Association Vice President since December of 2002.
 

 

Kristina Miller, Secretary

Kristina has been a dispatcher with the San Diego Police Department since 2001.  She is a member of the San Diego Police communications recruiting team.

Kristina has completed the forty-hour POST Instructor Development Course and is an instructor for the Association.  She also assists with the maintenance of the web site for the Association.  She is a certified Tactical Dispatcher, having completed the forty hour Tactical Dispatcher course.

In all of her career paths prior to law enforcement, training has always been on the forefront.  Kristina has served as company trainer for all new employees, as well as developing and presenting new courses for in-service training, and training line staff on daily procedures.

Kristina has served as Association Secretary since January of 2005.
 

Melissa Hernandez, Treasurer

Melissa has been a dispatcher with the San Diego County Sheriff's Department since 1997.  She's had numerous assignments, duties and responsibilities including Communications Training Officer, Sheriffs Radio Academy instructor, Miramar College POST Basic Dispatcher Academy instructor and member of the Sheriff's dispatcher recruiting team.  She is currently responsible for the maintenance of the Sheriff's computer aided dispatch geofile database.  Melissa is a POST Master Instructor.

Melissa has served as Association Treasurer since January of 2005.  She also serves as the Association's Class Coordinator, scheduling classes, arranging locations for training, processing student registration and billing.
